PR Description
This pr includes updates to the notification system to support in-app notifications on mobile.
Description of tasks that were expected to be completed
When a new notification is created in the database a request to show notifications on the app is sent. To make sure that requests to show push notifications are authenticated, we use a secret key generated on the expo dashboard.
How has this been tested?
On the mobile app, login and close the application, on the dashboard login as an admin and change that user team (an action that triggers a notification). On the mobile device you should receive a notification.
Note: Notifications only work on physical devices, simulators and emulators are not supported.
